Integrated Model for Ensuring Global Peace, Prosperity and Sustainability

The proposed model argues that the sovereign states instead of thinking about political heroism and economic sacrifices should develop a comprehensible, pragmatic and a lucid win-win economic model that can be easily accepted by the political parties and then contribute at global level by investing more resources for solving global problems.

It believes in the voluntary participation of the nations in solving global problems and making them progressively self responsible and self driven. The institutions proposed here will build the necessary philosophy, frameworks, institutions and diplomatic methods to deal with the decision making systems at both national and global level.


  Section 1  

The Synopsis of the Governance Model

1.1 The Idea of the Governance Model: The Need for a Global Renaissance

Global Renaissance Mission brings inspirations from the Global Challenges Foundation’s objectives of ensuring global peace, prosperity and sustainable development by timely taking effective measures for tackling problems that humankind is facing today and managing the challenges that are putting our existence at risk. As felt by the foundation, the solutions for problems and challenges, that are very well described in the various reports and documents of the foundation, lies somewhere in remodeling global cooperation and making the society more aware and learned about the problems and risks, making international organizations like United Nations more powerful, effective and influential and making political cultures at state levels to think above short term national interests and do their best for saving humanity.

1.2 Bringing Democracies under the Influence of a more Integrated Meritocracy: Proposing a Model of Political Governance and Educational Institutions for Remodeling Global Cooperation

The proposed model under the leadership of concerned academicians and intellectuals will exert diplomatic pressures on the existing political institutions with the intent that willingly or unwilling they will have to evolve from populist forms of democracies to democracies based on meritocracies. The model will first aim at reforming higher education and academia for making them more contemporary, united and efficient as per today’s economic and social needs. It will then create theories, models and opportunities for political institutions to reform their agendas and manifesto in consonance with the recommendations of a meritocratic system and will aim at creating revolutionary situations where the political institutions will have to struggle optimistically for their existence and those who will prove themselves fit for the changing times will only get the gifts of survival.

1.3 The Players of Change: Uniting the Academia

To fulfill our goals before uniting the nations we should first focus on uniting the fragmented academia that is still based on 19th century model of analytical and reductionist approaches. To accomplish this task we are proposing a World University Parliament at global level and National University Parliaments at national levels. For promoting integrated concepts at academic and social level a four layered framework of integrated institutions has been proposed that will be implemented at national levels:

1.3.1 The World University Parliament (WUP)

The WUP will be one of the principal organs of the United Nations (UN) and will be a forum for discussing international and national issues and formulating policy level recommendations, especially the human resources development policies for the member states and the global governance. The WUP will also act as a catalyst for other bodies of the UN and will provide necessary consultancy and resources for their policy making and implementations.

1.3.2 The National University Parliaments (NUPs)

The NUPs at national levels will act as a bridge between the ideas developed and supplied by the institutions of the WUP and others. The NUP will send its member for representation in the WUP. It will provide reformative recommendations for politics, education, research and industries within their nation.

1.3.3 Framework of Integrated Institutions

The ideas that will be discussed and debated in the University Parliaments will germinate from these integrated institutions. This four layered framework would provide more efficient utilization of resources by faster and systematic replication of good ideas and will help in fulfilling the economic strategies of the mission.

1.4 The Characteristics of the Governance Model

1.4.1 Regulations

These parliaments will be regulated both in a democratic as well as meritocratic manner. The regulatory design of these institutions will be a complex and comprehensive mechanism that will respect public sentiments as well as will require the necessary freedom to take tough and timely decisions for solving complex problems that we are facing today.

1.4.2 Decision-Making Paths

These details will take time, research, studies, discussions and debates. In general each member state will have one vote right for general issues and decisions will be taken on a majority basis. More serious issues with long term consequences like global warming will be based on meritocratic basis and the core assembly of WUP will act by appointing specific committees for various issues. The WUP will work together with the NUPs to get the policies implemented at the state levels.

1.4.3 Control Mechanisms

The WUP will follow the regulations of the UN and the NUP that of respective national constitution. The members will be appointed for a period of 4-5 years on combined formats of democratic and meritocratic practices.

1.4.5 Appointment of Key Individuals and Other Decision-Making Bodies


President: To be elected by the members of the general assembly of WUP and the candidatures will be proposed by the core assembly of WUP.

The General Assembly: Will comprise of one member each from the member nations and 25 members one each from the top 25 world ranking institutions.

The Core Assembly: Will comprise of a total of 50 members – 25 members from top universities of world ranking, 10 members from corporate sector, 10 from research sector, 5 from social service sector to be selected by the 25 members. These 50 will be the member of general assembly as well.


President: To be elected by the members of the NUP.

Members: To be selected by students and academics voting at the top 100 institutions levels. The board of each institution will select around 10 senior academicians on merit basis and they will be allowed to participate in debates and discussions to present their views on issues of national and global importance.

Special Members: The NUP members will select from society – scientists, industrialists and social service-persons, a total of 25 members. Another 25 members from various fields will be appointed by the human resource development ministry. A total of around 150 members will be there in national university parliament but may vary from nation to nation as per the size of their higher education domain.

An Insight into the Governance Model

2.1 The Politics of the Governance Model: The ‘Plan B’ for Dealing with the Stagnant Systems of Decision Making

The Air Castles of a Commanding Supranational Body: A commanding supranational authority that will be the boss of all the silent follower nations and the final decision maker regarding the issues of global interest seems to be the most easiest and obvious of the shortcuts for solving problems and tackling risks that mankind is facing today. But any such body is not likely to be there in reality in foreseeable future. Powerful nations will have the responsibility of protecting and securing their nations and people by the all kinds of possible threats. These nations are not likely to give up their power to any supranational body because they need self reliance to deal with the worst case possibilities. Nations will continue to develop more and more knowledge and will grow more and more powerful after experiencing the war filled history. Under this situation supranational governance seems imperative but inconceivable in the form that we are expecting. Still we should do our level best and keep on exploring every possible ways of promoting global cooperation. We should keep on making the national leaderships wise and visionary. The institutions proposed in this model will be such an attempt. These institutions will build the necessary philosophy, frameworks, institutions and diplomatic methods to deal with the decision making systems at both national and international level. May be a supranational body might never be needed. Integration would become a common sense for tomorrow’s learning and social systems and then global cooperation would flourish itself to the needful extent.

Reforms at United Nations: There are many issues that are often discussed regarding UN reforms like the veto power, permanent membership, democratization of UN decisions and others. As of now we should be patient and let the world become mature in understanding the necessity of more and more collaborative efforts for peace, security and risk free sustainable development. Let the powerful enjoy their privileged status and the needy world get privileged with their active partition in the endeavors of the United Nations.

From Supranational Pressure to the Intra-national Pressure: Politicians talking about the importance of investing for sustainable research to poor people and middle class are never going to fetch more votes in their favor. Organizations like UN or any of its updated form cannot put pressure directly on the national governments that have their own priorities of national levels more crucial for the survival of the political parties than the global priorities. Their concerned cannot be ignored as well. So one possible way that seems feasible at present is that the needful pressure on the decision making systems can be created by an intra-national united academic and research community. We cannot dictate the kings but we can always become a kingmaker. Few wise politicians with the help of higher education as a consultant and as a diplomat need to design a blue print of their short term and long term ‘unite and rule’ manifesto that can seem viable on paper and can impress the intelligentsia at large. This intelligentsia then together with politicians should call the masses in lucid terms to have faith in the blue print and to reconsider politics and contribute to it with a positive mindset. The politicians then will compete to implement this model in society, education sector and in the political system as well and those who will be better, creative and innovative and can bring knowledge into practice will win the situations.

Taking Unprecedented Decisions: For handling the heavy weight ideas provided by integrated social studies and implementing them within their organizations, the political parties might have to build their own learning and research institutes. They will have to understand the psychology of the masses and find unprecedented ways of impressing common people and few ideas can be like they can reserve some 2-3% of their legislative candidatures to be selected on merit and examination basis and then followed by few years of experience and training etc. They can consider extensive and regular training programs for the selected candidates and other party leaders. This way they will get attention of the educated and elites and this will mark the beginning of a much needed new faith of revolutionary order in political institutions. Now as democracy needs votes and not just opinions so if needed the tough decisions taken by the political parties should be backed up some more tough decisions on the common people like voting should be made compulsory for the educated for a period of some 30-40 years.

Fulfilling the Purpose of the Model: For managing the risk the model will create a win-win situation and invest more intensively in the needful researches that have potential for solutions to current problems and risks. Where decision making systems will become an obstacle it will focus on fundamental solutions by increasing the sustained leadership wisdom through education and social reforms at national levels. Details for all these win-win models and reforms can only be developed by a more concerned academia.

The Academia as a Savior: Today problem is not that that the UN is not fit for the purpose but whether the methodologies that govern our thinking and decision making are fit for understanding and solving today’s complex problems. We are at the verge of finding new theories for understanding the complicated world of today. The new sciences of complex systems, systems theories are moving us away from a linear, mechanistic view of the world to one based on nonlinear dynamics, evolutionary development and holism and helping us in solving many of the complex problems of science and society [SAN.] A number of institutes are working worldwide in these fields of advanced sciences. We need to learn from them and work with them to build “A General Integrated Human Resource Development Model for 21st Century, with a Vision of Making a Healthier, Wealthier and Wiser World.” How this model will be realized has been described in detail in the upcoming pages. This model will help us in utilization of these new sciences and existing knowledge at personal level and all levels of organizational decision-making and integrating the new sciences with the mainstream systems. This model will also include study of application of systems and advanced studies for finding better reforms models related to various social sectors of politics, economics, social planning, administration and managements and the jurisprudence as well. Later nations will be encouraged to study, customize and implement this model within their nation.

2.2 The Economics of the Governance Model: A Win-Win Model for Funding of the Proposed Institutions

The model when implemented and maintained to satisfactory levels is likely to increase the GDP of the developed nations by 1-2% and around 4-5% that of the developing nations. Now as the GDP of customers will grow the GDP of the sellers are likely to grow so this growth will again add a growth of around 1-2% to the GDP of developed nations. So overall the reforms should lead to a 3-4% of increase in global GDP. These figures are just assumptions to explain the planning. Now the real twist, academia in each and every nation will have to convince the decision making systems that a portion of this growth around 15-25% should be contributed to the national fund to be managed by the National University Parliament and around 15-25% should be contributed to the Global Fund to be managed by the World University Parliament. The yearly budget estimation for WUP is around US $ 1000 Billion somewhere in between the years 2035 to 2040.

2.3 The Organizations and Institutions of the Governance Model:The Diplomats of Change

2.3.1 The World University Parliament: A Global Voice of the Academia

This organization will provide further exposure to the voice and work of the academia and concerned intellectuals working for finding solution for the global problems and risks. It will provide a platform for the university leaders, advanced researchers and corporate and social leaders to discuss ideas and issues that need global attention and more collaborative actions to resolve.

The Structure of the WUP

The General Assembly: Each member state of the UN will send its representative through its NUP to the WUP. These members will select around 50 more expert members from various domains like systems approach, complexity sciences, global higher education policy, global projects, sustainable development and other global think tanks. Together these 250 members might select some 20-25 members from top multinational corporate and intellectuals from society. These some 270-275 members will form the general assembly of the WUP.

The Core Assembly: It will comprise of some 25-30 members from the top universities of the world and this group will select some 10-12 members of advanced researches and 10-12 from top corporate community. This core assembly will take final decisions for the long term research and development policies and plans for science, technological and society.

The Functions of the WUP

Policy Planning and Management: WUP will make policies and planning regarding expenditure of its fund and will administer and manage the projects for long term development plans especially in the fields of theoretical and experimental physics, space research, medicine, biotechnology, sustainable development, democratic and economic reforms, higher education reforms and other reforms and issues of global importance.

Encouragement for Integrated Studies: WUP will encourage and support the governments and higher education institutions at national levels to open institutes of integrated learning. It will also provide consultancy and support for academic and social reforms in the member states and various global organizations.

Supply Recommendations for World Class Universities: Today faith of leaders in science is not going to enough to understand the way science can change our world. The leaders should have a deep understanding of the planning of science. This can be done through education only. The WUP would suggest a model for integrated curriculum for world class institutions so that they effectively keep on producing leaders with a vision that is more committed for global cooperation. The youth here should be taught about the sacrifices that our ancestors have made for achieving democracy and in their scientific pursuits of truth. They should be made well versed with the situation mankind is facing today and that science has brought us in a position where we can fulfilling our dreams of removing almost all of our problems and provide sustainable solutions.

Supply Recommendations to the Governments to Deal with the Ills of Capitalism on Higher Education Sector: The WUP will also suggest nations to save the system of higher education from the ills of capitalistic affects. Like entrance to higher education should be based on merit only and money should not be the criteria for this. This can be achieved gradually with the society and the government paying the expenditure of studies of needful students to the private sector and the for-profit institutions.

Creation of World Research Organization: The WUP will create this organization with the following intents:

* Creation of a Global Research and Development Database and Network.
* Reducing redundancy in research efforts at global and national levels.
* Better prioritizing of researches ideas.
* Greater success of research projects.
* Quality in research and more efficient utilization of resources.
* Better platform for research scholars.
* Recommendations for Human Resource Recruitment Plans for the United Nations: The UN should recruit talented research scholars and professionals for its research and development and policy processes. Talent should be hired from the world class institutions and necessary training should be provided to them before employing them. WUP will also work in this direction.

2.3.2 The National University Parliaments

These organizations will be similar to the WUP in their nature but will remain focused at national levels. They will work in close coordination with the local higher education institutions to work out and customize the integrated ideas from national perspectives and implement them to the possible extent. NUP will help in bringing more visibility and attention towards integrated efforts at national levels and unity in the academia. The NUP will be established preferably with a constitutional amendment.

The Structure of the NUPs

The parliament will comprise of at least 50 members from various sectors and to a maximum of about 150 members.

The Decision Makings at the NUPs

Majority voting will be employed for taking policy and planning decisions. Further researches will be needed for making the detailed decision making processes of these organizations.

2.3.3 The Four Layered Framework of Integrated Institutions

These institutions will develop the blue prints of educational and social reforms that will lead to the making of a more enlightened scientific community and enhanced global cooperation. The following are the details of the various layers of this framework:

The First Layer – The National Renaissance Committee

This committee will be recommended in each and every nation and will help in developing and implementing the proposed integrated model of higher education as per the needs and capacity of the respective nations. This committee would comprise of at least 20 advisory members including those from recent commissions on higher education. Another 50 members would comprise the initial working committee. This will include senior educationists and some young and talented scholars from various domains. This working committee will study the proposed models and will undergo the basic initial training for their projects at national levels and then it will be divided broadly in three teams

A. Team Higher Education – 30 Members
B. Team System Science – 10 Members
C. Team Interdisciplinary Studies – 10 Members

These teams under the guidance of our advisory committee will develop requisite education programs from both theoretical as well as applied prospects and within around a period of 5 years the committee will prepare the blue prints of the next three layers as per the needs of their nation.

The Second Layer – Policy Level institutions

Later academic research centers and institutes will be established at various premier universities and institutions for these different domains of knowledge and the members of the working committee will be given chance to work on permanent basis with these institutions of advanced learning and research. These institutes will educate, train and place the necessary policy coordinators for large scale implementation of integrated learning, awareness and ideas.

The Third Layer – Departments of Integrated Studies at Universities Level

The policy coordinators here will act as bridges between policy level institutes and institutions educating the masses. They will introduce the necessary programs like – responsible global citizenship, global challenges and sustainable development, personal and information management, career counseling and lifelong learning, practical problem solving, team work problem solving, social importance of disciplines and other important programs and updates to the institutions.

The Fourth Layer – Campus Level Human Resource

At each college some teachers will be educated with diplomas and certification courses in specific topics as per the needs of today’s business and society. These teachers will conduct regular classroom programs on their respective topics.

2.4 The Precursors of the Governance Model: Setting the Agenda for Remodeling Global Cooperation

2.4.2 The Global Renaissance Committee

To begin with a United Nations Research Institute for Integrated Human Learning and Social Development (UNRIIHLSD) should be created under the Research and Training section of the Economic and Social Council (ECOSOC) organ of the United Nations. A Global Renaissance Committee will be created under this institute for planning the genesis of above organizations and institutions. This committee would be a multidisciplinary team of around 50 members that will work out the blue print of the WUP, the NUPs and the four layered framework of integrated institutions. The committee would be expected to present its report within a period of around 4 years.

2.5 The Backbone of the Governance Model: Integrated Human Resource Development Model for 21st Century

2.5.1 The Changing Roles of the Institutions of Higher Education

The academia of the 21st century should consider the current short term oriented political-economic scenario as a challenge and opportunity to think about its purpose and objectives and to refine itself with the new roles of social integration that are the need of current societies, along with continuing its role that it has been playing since its inceptions. To begin with let’s make the various roles that higher education has to play in these changing times more distinct and intensive. The ideas discussed here are built around Indian scenario but the basic logic will remain more or less same for the globe:

The Policy Maker and the Human Resource Manager: A part of higher education will have to make policies for the rest of higher education: the policies, their planning, implementation, management and administration.

A Selfless Facilitator for the Masses: Higher education is expected to fulfill the needs of job-oriented education, to train human resource that can work efficiently, effectively and skillfully at their work places.

The Seekers of Truth: At the same time they will have to continue with their most prominent role of carrying out long-term fundamental research and development.

The After Education Services Provider: It will have to supply self and continuous learning contents and create a network of it, all this for everyone who is a worker – skilled or unskilled.

A Consultant and a Diplomat: It will continue to provide detailed consultancies and standards for defining and making better social systems, new kind of consultancies and standards to business and industries for managing resources especially the human ones.

The Businessmen of Brains: The institutions of higher education will have to think like businessmen of brains with the purpose of business as not profit but simply an obvious purpose of gathering crucial resources for handling their responsibilities properly.

2.5.2 Role Based Re-Organization of Institutions of Higher Education

Keeping in mind the above objectives the current institutions of higher education can be broadly classified in four types:

The ‘Unicorporations’: The Businessmen of Brains

Harvard and Cambridge have done a lot in the field of education and research and now in this age of dominance of business and capitalism, they should think of themselves as diplomats and businessmen of the order they are supposed to be and should leave books and labs for others. They are supposed to clone themselves and turn into Harvard Unicorporation and Cambridge Unicorporation with hundreds of branches all over the world doing the business of brains. Around 2-3% of the global universities should turn them into ‘Unicorporations.’ These Unicorporations will play the role of the policy maker, the human resource manager, the consultant and the diplomat and the businessmen of brains as discussed above.

The Universities: The Seekers of Truth

Around 4-5% of universities should be given a more serious status of research and development universities along with the side business of teaching kids.

The ‘Interversities’: The Mentor of the Masses

Interversities would run themselves with the integration of fundamental and applied sciences. They would aim at providing multidisciplinary courses with multiple employments in focus.

The ‘Uniworksities’: The Consultant and the End-to-End Service Provider

Around 3-4% of institutions would act as a bridge between the education sector and the real world. The major objectives of the Uniworksities would be:

*Consultancy for institutions in designing industrial or job oriented learning programs and materials.
* Study, explore and prepare new and advanced models of workplace training and learning programs and management models.
* Encouraging and supporting work places to implement the prepared models.
* Study, explore and prepare new and advanced models, network and materials of self-learning and continuous learning programs. Develop websites and related software for easy diffusion of knowledge.
* Taking care of vocational education and learning programs.
* Develop education and training model for unorganized work sectors.

2.5.3 Establishment of Advanced Policy Level Institutions: The Making of the Second Layer of the Framework

The western and other advanced nations have done a lot and are doing a lot in the integrated fields of studies and we are looking forward to find patterns in these complex areas so that we can provide human resource development support to get these ideas and outputs implemented worldwide. The following institutions need to be established or reconstituted in various existing premier institutions to do justice with these new domains of knowledge:

These centers would focus on reforms related to the different aspects of higher education. The following centers would gather the necessary information that will assist in policy level decision making:

Around 8-10 ‘Information Center for Human Resource Policy-Making’ in different regions. These centers would collect information about the institutes, mainly the details about the financial structure of the institutions, student’s interest, placement and their nature of work after completion of the course and issues related to faculty developments.

Around 8-10 ‘Information Center for Research and Development Policy’ in different regions. These centers would collect information about ongoing and past research and development works at various institutes and colleges. The aim would be to highlight significant researches, increasing research throughput and making future research policy for institutes and colleges at large.

Systems and Interdisciplinary Studies, Complexity Sciences

The Global Renaissance Committee with the help of these institutions would create a blue print of the Integrated Higher Education Model for 21st century and the National Renaissance Committee will plan for formal establishment of institution of these kinds in their respective nation.

2.5.4 Plan and Policy Based Re-structuring of Higher Education Organizations: Simplifying the Complex

A Three-Tier Model for Higher Education: For creating and making simple, clear and feasible policies for various issues of higher education like entry criteria for students and faculties, faculty roles and compensation, administrative, financial, curricular and research policies, it will be more practical to visualized the system in three tiers:

First Tier: The first tier of Institutions will comprise of the top 4-5% of universities and institutions of technology, management, sciences and few top institutions of various sectors of education like medical, laws, social sciences etc.

Second Tier: This will comprise of say around 8-10% of institutions of various sectors.

Third Tier: The rest of the institutions will make up the third tier and will need rigorous reforms in their educational programs and assigning useful roles for faculties.

In India this tier-system can be a national level policy, in USA this can be a state level policy.

The Distribution of Roles within Different Tiers: The primary concept of Unicorporations and Uniworksities will lie somewhere in the first tier of Institutions. The R&D oriented Universities will lie somewhere in the first and the second tier of Institutions. ‘Interversities’ will make up the third tier. The third and second tiers of institutions will also play a supporting role for the higher tiers of Institutions.

2.5.6 Ideas for Faculty Reforms

Bringing and Retaining Talents at Faculties of Higher Education

Good faculties would help in molding the personality of the students with strong moral values, ethics and perseverance needed for long-term commitments and entrepreneurship and a positive vision for the social development through their education, talent and skills. They will help in better alumni relationship and better philanthropic contribution. They will help in removing the feeling of complacence in scholars by introducing them and inspiring them to take the real challenges the world is facing today.

Compensation and Growth

The average compensation and its growth for all the faculties should be little more to the average compensation gained by the respective learners after completion of their studies. An information system will be developed for this purpose.

With ever decreasing opportunities for new theories, we should find additional roles for the ever-increasing number of faculties. Some small specialist roles for teachers should also be searched, reused and formally prepared like:

Human Resource Planning: For Research and Development Phase of Reforms

The Global Renaissance Committee with the help of the pathfinder institutions will provide a general plan for human resource for development phase of reforms and later the maintenance and updates will be taken over by the second layer of policy level institutions. This human resource will later work upon for the fulfillment of the objectives of the four kinds of higher education organizations as discussed before. A general idea of educational program for the human resource development for R&D phase can be:

 Higher Education and Higher Education Administration – Two Semesters
 Knowledge Engineering and Management – One Semester
 Social Systems Developments –One Semester

Human Resource Planning: For Implementation and Maintenance Phase

For this diploma, post graduate and PhD courses in higher education policy, planning, administration and management will be developed and the scholars will be employed in the third layers of proposed framework – the department of integrated programs at university and college level. Initially only limited number of scholars will be enrolled in these programs and these scholars would be provided with the following career opportunities:

 Faculty at the Department of Integrated Programs.
 Policy Level Researcher and Faculty.
 Specialized Roles like in Examination Coordination, Information Systems, and Student Counseling and other specialized roles as mentioned in the ‘2.5.5 Ideas for Faculty Reforms’ section will be offered to the existing faculties.

The Arguments for the Governance Model

3.1 Core Values

Respect and Patience: The model proposed is based on the humanitarian philosophy of science and democracy and is the best next obvious and necessary step scientific and political institutions must take for the welfare of humanity. The model will respect the diversity of the states and will promote unity in diversity through its values of creativity, fairness, collaboration and professionalism. The model is neither blaming anyone for the situation that we are facing today neither it would expect too much from anyone for changing the scenario. It will simply inspire us to stick to the very basics of progress and prosperity that is the pursuit of truth and having faith on its institutions. It believes that the existing institutions are doing their level best for humanity and instead of thinking about something miraculous out of them we should have faith on their ideologies and should think patiently about changing their methodologies. Only model with such a vision can be easily accepted and implemented in a peaceful and stable manner by the existing institutions and the sovereign states.

Thinking about One and All: The model is considering the fulfillment of short term goals equally important for the society. The model also argues that the education and intelligentsia will have to think about each and every section of society and hopes that there is no other way of achieving its goals. It believes that our well being depends on all of us and it will be our collective responsibility to think about one and all.

Faith on Science: We also believe that the model will led to more investment in science and technology that will help us in bringing equality in the quality of life of human beings all over the globe. “Advances in nanotechnologies, biotechnologies, new materials, and information and communication technologies may lead to solutions to difficult environmental, health, and security challenges [NAE].” The advancement in science and technology will make superpower nations more powerful and will lead to cheaper technologies that will prove to be a boon to the economies of the needy nations.

Dealing with Inequality: The model will also gradually convince the players driving the market forces to accept an economic model that will gradually bring more equal distribution of resources in the nation where there is striking inequality.

Strengthening of Democracy: The model and its institutions will ultimately help in strengthening of the democratic institutions all over the globe and will make them more committed towards making of a peaceful and prosperous society.

3.2 Decision-Making Capacity

Instead of expecting the political and economic sacrifices from the nations, the proposed model together with the local state level academia would develop a comprehensible, pragmatic and a lucid win-win economic model that will be easy to be accepted by the political institutions of the sovereign states. It will do its level best for voluntary participation of the nations in solving the global problems and making them self responsible and self driven. At the same time the model is proposing institutions that will deal with the lethargic decision making bodies at the national levels. The model believes that the capacity to take adequate and timely decisions will not be gifted for the model but it will have to win the faith, respect and believe of the people and existing scientific and democratic institutions by the virtue of its qualities and services it is promising for the society.

Connecting with Public, their Institutions and Realities: The model is proposing – committed, sincere, industrious and clear plans and is well versed with them. The model doesn’t believe in any superficial ideas and daydreams of any ideal form of governing systems that have no chance of being implemented. It believes in accepting the realities of existing bodies of decision making and will aim at developing theories and institutions that will penetrate deeply with the existing decision making institutions and will work with them at ground level. The model will represent the faith of democracy and meritocracy on each other. It will first select its members with the sentiments of democracy and later will give them the right to take tough decisions. The model will help the existing institutions in fulfilling and managing the immediate needs of the society. Now with all efforts the model will win the sentiments and faith of the people and then they will be gifted with the resources and the power of decision makings as the way they will be expecting.

Diplomacy for the Worst: As far as use of power like veto is concerned the model as of now will have no option other than to find diplomatic ways of dealing with the decision of the nations that are problematic for global peace, prosperity and sustainable development. We as of now will have to create an ambience where any nation will not afford to go against the recommendations and decisions of the WUP and its NUP and any deviations from there will be considered as an irresponsible act, will send a negative message to the global community and the credibility of these nations and their scientific institutions will be impacted severely. A ‘Credibility Index’ for the nations will be planned.

3.3 Effectiveness

“Many of the global catastrophic risks are not well-understood, and more research would allow more appropriate decisions about when to act and how to respond [GCF]”. The model will promote research for better understanding of the challenges we are facing. It will aim at developing most fundamental and natural way of understanding the challenges that we are facing and will employ most advanced methodologies for understanding these problems that are highly complex, systemic and interconnected. For many of its policies to be implemented effectively at the state level, the WUP or any other global organization will depend on the state level NUPs as far as dealing with the local authorities will be concerned. The model of NUP will be very strict in putting pressure on the political systems to control factors that can restrict the policies from fair implementations. The WUP and the NUP together with the integrated institutions framework model will have to develop themselves as a kingmaker such that no political parties will afford to go against their decisions. Ultimately the model will itself be blamed for the ineffective implementation of its policies as finding ways of dealing with the existing systems of governance and the variety of realities prevailing in today’s society will be considered as the duty of the model itself.

3.4 Resources and Financing

The model is promising that it will find ways of financing itself without being a burden on national economies. In fact the model is promising that when implemented properly it will lead to profitable situation of the economies. As described in detail in the previous section that the model will have sufficient resources at its disposal and will also find better ways of human resource developments for its projects. The financing for the model will be in a most equitable and justified manner and the resources for the long term plans will be gathered by increasing the efficiencies of the short term processes.

3.5 Trust and Insight

The model as discussed will be based on the values and the principles of which we are already proud of. With the hard work we are putting in the model, the duty that it is defining for itself and the complexity it is promising to handle with its proposed institutions, the model will speak for itself. The initial feelings of trust will be reflected from the philosophy and the ideas as they will be described in the manifesto of the model. Reasoning and conscience will be driving principles of the governance model. Anyone concerned who will read the manifesto of the model will believe that this is the best anyone can do for our world. The trust will develop from the earnest concepts of academic and social integration that we are promoting. The core values of the model will definitely win the sentiments and the favor of the people, and their representatives and intelligentsia will extend their all round support in favor of its establishments.

Dedicated and Tested: The trust of governance will ultimately depend on the abilities and performance of the people responsible to take decisions within the model. The model will select the most dedicated of the people for its operations – the people who are role models for society and who have already proven their capabilities in various sectors. We can expect them to take the best of the decisions in favor of the society.

The Honest Plans: The model will help in eliminating or minimizing the drawbacks of current models of governance. The decision making systems will spontaneously evolve to think above narrow national interests. Gradually this model will develop lucid ways and means of connecting with the common people and will explain its significance in simple terms to them. The model will obviously take some time to prove itself but its honest intents would reflect from its comprehensive and unbiased plans.

3.6 Flexibility

Flexibility will be inherent to the principles and methods that will help in building the model. It will prove to be its most crucial virtue while dealing with highly diverse and dynamic situations of today’s world. The model will take a lot of time, study, research and discussions for refining itself. During this process a variety of ways for structuring and component design will come up. Different models will be implemented in different issue and the outputs will be compared in details. This way the best model for situations will be developed.

Like an Open Book: The model will not be an imposition on the society but it will like an open book and would present itself for reviews and would consider them seriously in improving its structures and components for fulfilling its objectives effectively. The model will accept the best of the practices of organizational structures and will also look forward on research and studies for finding better models of working. For its working its flexibility will allow itself to be easily modified to the diverse needs and issues of different nations.

Introspection and Customization: The model will appoint committees from time to time that will review the possibilities for making the organization functioning more smooth and effective and it will keep on challenging itself from time to time. As far as national level governing structures will be concerned the model will be a generic one and the nations will be motivated to accept, understand and customize the model as per the needs and situation of their nation. The WUP with its institutions will provide the necessary support to the nations. The same will be with the model of integrated human resources developments. Each nation will develop the model as per its needs and capacities.

3.7 Protection against the Abuse of Power

The World University Parliament will be abided by the rules and regulations of the United Nations. The model will not confine the power in the hands of a limited number of members and no member or set of members will be given special powers and the general assembly and the core assembly as a whole will have the right to take decisions. The UN general assembly will have the power to review the policies of the core assembly of the WUP if found unsuitable and unjustified by the general assembly of the WUP. Similarly the national university parliaments will be abided by the rules and regulations to be made by the respective government and constitution therein. The decision making at the NUP will be based on similar principles as it will be at the WUP.

Respect for Sovereignty: The model as described earlier will respect the sovereignty of the states and will believe in the democratic sentiments for fulfilling its objectives. The model will not visualize itself as a supranational entity and will be under well control of its authority and will have no intentions to interfere directly into the internal affairs of the nation-states.

Fairness in Operations: The decisions at the institutions of the proposed model will be taken through fair and justified mechanisms. They will be backed up of with proper, necessary and sufficient knowledge and information about the issues concerned. Debates, discussion and arguments will be promoted before making policies in the assemblies. The institutions of the model will be inspired to find diplomatic ways of dealing with the situations instead of thinking about misuse of their powers.

3.8 Accountability

The model will ultimately believe in ethical accountability but would remain prepared to use the best of the methods to deal with the worst cases. In general all the rules and regulations that are applicable for the other organs of the UNO will be applicable to the WUP. The model will employ the best of the existing mechanisms for managing accountability issues within its operations. Regular committees will be formed from time to time to review the activities, policies, and decisions and implementation efficiencies of the bodies. Regular reports and documents will be released by the institutions describing the activities performed by the institutions and the accounts of their financial dealings. Performance evaluation and feedback systems of highest standards will be employed.

Minimum Local Interference: At national levels the national university parliament will be responsible for the management of the funds provided for policy implementation of the global organizations. The minimum interference of local governments will be there for the projects funded by the WUP and its subsidiaries.

Improvements with Better Governance: For accountability of the policies that will depend on the direct involvements of the local authorities we will have to consider the local constraints as well. We can hope that gradually as the integrated social systems model will spread in its influence specially in the political sectors, most of the nations will lead to a virtually a bi-party system of democracy and this will result in more stability in governance, more operational transparency and smooth and better implementation of policies needed for handling the problems, challenges and risks that humankind is facing today.

The Power of People: As far as the hold of the political system is concerned ultimately it will remain in the hands of the people. The model will devise ways of developing knowledge and understanding of the citizens towards their democratic rights and responsibilities. More awakened citizens will further help in keeping the authorities more accountable for their decisions.

Employing Best of Methods: The model will maintain high standards of transparency through regular, easy and accurate information communication with all the stake holders. The independent organizations will be supplied with all the necessary details of the model and the activities of the organization to judge the performance of the systems and how much it is successful in fulfilling its objectives. The member selection will be for a limited time period but if someone is found incompetent at any time then all the necessary measures that will be deemed crucial for maintaining the sanctity and effectiveness of the organizations will be taken by the higher authority.

Understanding the Limits: The system will also develop self assessment tools to assess itself at each and every level of hierarchy. Now the task again will involve the independent states rights, perspectives, actions and interests so in search of making accountable systems, we should remain well aware of the limits of the authority provided to the system. At times the sovereign states will remain free to act and the model should not be tried to be made accountable for something almost impossible.

The Human Originality: The model believes that human ingenuity has found almost all possible forms of perfectly accountable structures and governance models and instead of searching for original ideas we should believe in and search for the originality of the human beings.


“Life in the coming decades is likely to bring new tensions together with unprecedented opportunities. To enable people to benefit in the new environment will require new design of human resource development. The coming generation should have the ability to internalize new ideas constantly and creatively. They have to be imbued with a strong commitment to human values and to social justice. All this implies better education [NPE]”. The prophecy of 1986 holds true in 2018 as well.
